基于刚性约束的宿迁黄河故道片区水资源配置研究

Research on water resource allocation in the Suqian Yellow River old course area based on rigid constraints

  • 摘要: 针对宿迁黄河故道片区河道调蓄空间不足、雨洪资源无法有效利用,供水能力不足、制约水资源开发利用,水系连通不畅、区域水环境容量不足等问题,开展基于刚性约束的宿迁黄河故道片区水资源配置研究,以促进区域水资源的优化配置,提高水利保障能力。在水资源刚性约束要求下,从需水层面提出刚性、刚弹性、弹性需水3个层次,采用遗传算法建立刚性约束水资源配置模型,以可用水量配置黄河故道片区刚性需水。结果表明,在规划水平年现状工程条件下的可用水量不能满足规划水平年2025年、2030年90%保证率下的刚性需求。因此,未来须增加外调可用水量,可建设龙岗枢纽工程、朱海站、洋河引水工程等三大工程。该配置方案可为宿迁建设黄河故道生态富民廊道提供水资源保障方面的科技支持。

     

    Abstract: Addressing the issues of inadequate river regulation and storage space, ineffective utilization of rain and flood resources, insufficient water supply capacity, constraints on water resource development and utilization, poor connectivity of water systems, and inadequate regional water environmental capacity in the Shuyang Yellow River old course area, this study embarks on research on water resource allocation based on rigid constraints. The aim is to promote the optimal allocation of regional water resources and enhance the water conservancy guarantee capability. Under the requirements of rigid constraints on water resources, three levels of water demand—rigid, semi-rigid, and elastic—are proposed from the water demand perspective. A genetic algorithm is employed to establish a rigid constraints water resource allocation model to allocate the available water volume for rigid water demand in the Yellow River old course area. The results show that the available water volume under the current engineering conditions in the planning level year cannot meet the rigid demand under the 90% guarantee rate in the planning level years 2025 and 2030. Therefore, it is necessary to increase the external adjustment of available water volume in the future, and three major projects such as the Longgang Hub Project, the Zhuhai Station, and the Yanghe Diversion Project could be constructed. This allocation scheme can provide scientific and technological support for water resource assurance for the construction of the Shuyang Yellow River Old Course Ecological Prosperity Corridor.
