  • 摘要: 就大中型水利水电工程建设中观测项目专业的有关一般定义、业主和承包商的一般责任和义务、专业监理工程师、专业监理的依据、主要工作细则、支付、处罚、争议和仲裁、验收和移交等9个方面编制了条例及细则,力求既符合观测项目的专业特性,又符合国际公认的"FIDIC"条款,并具有可操作性.
