黄河流域水土资源联合配置技术框架

Technical framework for joint allocation of water and soil resources in the Yellow River Basin

  • 摘要: 黄河流域生态保护和高质量发展上升为重大国家战略,对黄河流域水土资源配置提出了新要求。随着气候变化和人类活动的影响,黄河流域面临水资源总量不足、水土资源空间不匹配、水沙异源和生态用水用地矛盾突出等问题。在分析黄河流域水土资源所面临问题及成因的基础上,以山水林田湖草整体保护、系统修复和综合治理为导向,基于已有水土资源要素数据和精密监测获取的数据,识别黄河流域水土资源演变规律及生态关键阈值,构建基于水土资源高效利用与保护的黄河流域水土资源联合配置模型。本研究旨在规范黄河流域水土资源开发,为黄河流域生态保护和高质量发展提供技术支撑。

     

    Abstract: Ecological protection and high-quality development in the Yellow River Basin have become a major national strategy, which puts forward new requirements for the allocation of water and soil resources in the Yellow River Basin. Under the impact of climate change and human activities, the Yellow River Basin is facing some problems, such as insufficient total water resources, spatial mismatch of water and soil resources, prominent contradiction between water and sediment sources and ecological water use land. A joint allocation model of water and soil resources in the Yellow River Basin based on efficient utilization and protection of water and soil resources is established in this paper. The basic way of the Model is the analysis of the problems and causes of water and soil resources in the Yellow River Basin. The guiding principle is the overall protection, systematic restoration and comprehensive management of mountains, rivers, forests, fields, lakes and grasses. The key technologies are the existing water and soil resources element data and precise monitoring data, the evolution law and ecological key threshold of water and soil resources. The model aims to standardize the development of water and soil resources in the Yellow River Basin and provide technical support for ecological protection and high-quality development in the Yellow River Basin.
