摘要: 讨论了大坝的允许风险概念及其作为大坝防洪风险承受标准的阈值范围，在阐述大坝风险率和生命损失评估方法的基础上，介绍了运用允许风险进行大坝防洪安全决策的方法。

Abstract: The concept of tolerable risk for dam safety and its appropriate criteria margins are discussed. Based on a probabilistic risk assessment and an expression for loss of life predictions in case of dam failure, a method of tolerable risk analysis for dam safety decision-making is suggested.
