Abstract:
The engineering measures and non-engineering measures are two main complementary supports for the flash flood disaster prevention. A series of prevention measures was taken to prevent the flood disaster and ensure the reservoirs against danger. The reservoirs, as the traditional engineering measures, already have considerable capabilities of the non-engineering measures by use of a lot of approaches such as reservoir risk management and reinforcement, regulation construction, and management system reform in recent years. And the technologies in monitoring the water regimes, rainfall, and working conditions for reservoirs are continually improved, the monitoring and early warning systems are optimized day by day, and the risk management awareness and operability of the emergency preparedness plans are gradually strengthened. On the basis of fully utilizing functions and advantages in the non-engineering measures of reservoirs, through the comparative analysis of the existing hydrological forecasting system, dam safety monitoring system and the non-engineering measures of the flash flood disaster prevention, the authors of this paper try to integrate the important information concerning reservoirs with a key link of the non-engineering measures for the flash flood disaster prevention. A collaborative warning mode for the non-engineering measures of reservoirs and the flash flood disaster prevention is put forward, which will lay down the foundation for realizing information sharing, and collaborative forecasting of the non-engineering measures for the reservoir operation and flash flood disaster prevention.
